Manipur Updates – Ex-Mumbai highest cop to lead CBI investigation


The Supreme Court has suggested appointing Ex-Mumbai police commissioner Dattatray Padsalgikar to oversee the CBI investigation into racial tensions in Manipur. The court will not replace the CBI probe, focusing on investigating autonomy. At least five officers, including DySP or SP positions, will be deputed from other states to manage cases. The court will issue a thorough order later.

The SITs, under the command of an officer with at least the rank of SP, would have oversight by six DIG-level investigators recruited from outside Manipur.

Supreme Court proposes the appointment of five officers

For the direction of the CBI’s investigation into situations of racial assault, five officers, at least of the DySP or SP position, will get imposed on assignment from other states. On Monday, the Supreme Court suggested appointing earlier Mumbai police commissioner Dattatray Padsalgikar to oversee the CBI investigation into the racial tensions in Manipur and a three-member panel led by retired Jammu and Kashmir High Court Chief Justice Gita Mittal to examine the humanitarian implications.

Dattatray Padsalgikar oversees the investigation

“A prestigious law enforcement officer named Dattatray Padsalgikar oversees the investigation overall. In the 1990s, he worked for the NIA, the Intelligence Bureau, and in Nagaland. He was a Maharashtra cadre officer,” according to a bench presided over by Chief Justice of India D Y Chandrachud.

Judiciary refuses to replace CBI probe, focusing on investigating autonomy

The judiciary stated regarding the probe that it would “not substitute the CBI since we operate as an investigating autonomy overseeing the inquiry.” According to the court, at least five officers, DySP or SP positions remain deputed from other states to manage the cases the CBI is investigating. The statement added, “They will operate within the confines of the CBI’s organizational structure and infrastructure.”

42 special investigation teams

The court added that one inspector might involve an appointment from another state to each of the 42 special investigation teams (SITs) to look into the FIRs that didn’t appear transferred to the CBI.

The SITs, under the command of an officer with at least the rank of SP, would have oversight by six DIG-level investigators recruited from outside Manipur. The court announced that it would issue a thorough order later that evening.

Manipur Violence

The north-eastern Indian state of Manipur becomes devastated by ethnic conflict as the two sections, the dominant Meitei and the minority Kuki, fight for control of territory and influence. The violence that started in May took at least 130 lives and injured 400 others. As the army, paramilitary forces, and police work to end the violence, more than 60,000 people remain driven from their homes.

Numerous churches, more than a dozen temples, police armories, and villages all got destroyed.
